The process for foreign nationals with specific skills to start working
You can start employing specific skilled foreign nationals through the following process.
When hiring a foreigner residing in Japan
- (For foreigners) Pass the exam or complete Technical Intern Training No. 2
- Conclude an employment contract
- Formulate a support plan
- Apply for permission to change residence status to the Regional Immigration Bureau
- Change residence status to "Specified Skills No. 1"
- Start working
Step 2: Concluding an employment contract with a specific skilled foreign worker
- Advance guidance and health examinations must be conducted before applying for a Certificate of Eligibility or a change of status of residence.
- Part of the support plan for Specified Skilled Worker No. 1 Specified Skilled Worker can be outsourced to a third party, or the entire plan can be outsourced to a registered support organization (if part of the plan is outsourced, the accepting organization must meet the standards for the support system).
When entering into an employment contract with a specific skilled foreign national in Step 4, the following documents must be attached:
- Overview of the accepting organization (= companies and sole proprietorships that actually accept and support specific skilled foreigners)
- Copy of specific skilled employment contract
- Type 1 specific skilled foreigner support plan
- Documents proving skills
- Documents proving Japanese language proficiency, etc.
When hiring foreigners coming to Japan from overseas
- (Foreigners) Pass the exam or complete Technical Intern Training No. 2
- Conclude an employment contract
- Formulate a support plan
- Apply for a Certificate of Eligibility to the Regional Immigration Bureau
- Receive a Certificate of Eligibility
- Apply for a visa
- Receive a visa
- Entry of a specific skilled foreign worker
- Start working
Regarding step 1, “Completion of Technical Intern Training No. 2,” even foreigners who have returned to their home countries are exempt from the test if they have successfully completed Technical Intern Training No. 2.
Step 2: Concluding an employment contract with a specific skilled foreign worker
- Advance guidance and health examinations must be conducted before applying for a Certificate of Eligibility or permission to change status of residence.
- Specific Skills 1 Foreign Nationals Support Plan can be partially outsourced to a third party, or the entire plan can be outsourced to a registered support organization (if only a portion of the plan is outsourced, the accepting organization must meet the standards for the support system).
When entering into an employment contract with a specific skilled foreigners in Step 4, the following documents must be attached:
- Overview of the accepting organization (= company, individual business owner, etc. that actually accepts and supports specific skilled foreign nationals)
- Copy of specific skilled employment contract
- Type 1 specific skilled foreigners support plan
- Documents proving skills
- Documents proving Japanese language proficiency, etc.
Acceptance of specified skilled foreigners
Companies and organizations (accepting organizations) that employ specified skilled foreigners must provide support to the specified skilled foreigners.
It is possible to outsource all or part of this support work to a registered support organization.
If the receiving organization entrusts the entire support plan to a registered support organization, the receiving organization is considered to have met the support system requirements.

What is a registration support organization?
A registered support organization is an organization that supports foreign workers so that they can work and live smoothly in Japan based on Japan's Specified Skilled Worker System.
On behalf of the accepting organization, we will create a support plan for the specific skilled foreign nationals during their stay in Japan and provide various support regarding their daily lives and work.
The Human Relations Cooperative was approved as a registered support organization on October 31, 2019. (Registration number: 19-002883)
Since then, our union has been actively expanding its support business for specific skilled foreign workers, utilizing the know-how of the technical intern training business that it has cultivated over the years and the foreign staff that it has carefully nurtured.
